operations, forcing Industry Minister M\u00e9lanie Joly to conduct a new national security review of the ByteDance-owned platform.<\/p>\n<p class=\"p1\">The decision, reported by multiple news outlets out of Canada, came after the government and <strong>TikTok<\/strong> reached a deal to scrap the shutdown order that had been <a href=\"https:\/\/www.musicbusinessworldwide.com\/tiktok-vows-court-battle-as-canada-orders-shutdown-of-local-subsidiary\/\" target=\"_blank\" rel=\"noopener\">issued<\/a> in 2024.<\/p>\n<p areas of the economy, <a href=\"https:\/\/www.cbc.ca\/news\/business\/tiktok-canada-operations-federal-court-9.7055038\" target=\"_blank\" rel=\"noopener\">told<\/a> <i>CBC News <\/i>that Minister Joly &#8220;will now proceed with a new national security review.&#8221;<\/p>\n<p class=\"p1\">The spokesperson said: &#8220;Due to the confidentiality provisions of the <strong>Investment Canada target=\"_blank\" rel=\"noopener\">initially ordered<\/a> TikTok to wind up its Canadian operations under then-Industry Minister <b>Fran\u00e7ois-Philippe Champagne<\/b>, citing \u201cspecific national security risks\u201d that had been identified during a year-long review of TikTok\u2019s Canadian operations.<\/p>\n<p class=\"p1\">As <i>Bloomberg <\/i>previously <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-07-14\/tiktok-urgently-pitches-canada-security-solution-before-shutdown\" target=\"_blank\" rel=\"noopener\">reported<\/a>, TikTok employs roughly <strong>350<\/strong> people across its Toronto and Vancouver offices and reported paying<strong> C$340 million<\/strong> ($246 million) in taxes between 2019 and 2024.<\/p>\n<p class=\"p1\"> target=\"_blank\" rel=\"noopener\">begun cutting<\/a> cultural sponsorships and programs, withdrawing support from the<b> Juno Awards, Toronto International Film Festival <\/b>and<b> ADISQ<\/b> last year.<\/p>\n<p class=\"p1\">In July, TikTok Chief Executive<b>\u00a0Shou Zi Chew<\/b>\u00a0<a href=\"https:\/\/www.musicbusinessworldwide.com\/tiktok-seeking-canada-meeting-amid-looming-shutdown-report\/\" target=\"_blank\" rel=\"noopener\">wrote<\/a> to Joly, requesting an urgent face-to-face meeting. The letter, reviewed by\u00a0<i>Bloomberg<\/i>, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-07-14\/tiktok-urgently-pitches-canada-security-solution-before-shutdown\" target=\"_blank\" rel=\"noopener\">warned<\/a> that without government intervention, TikTok would be forced to terminate its entire Canadian workforce.<\/p>\n<p class=\"p1\">At the time, <b>Steve de Eyre<\/b>, director of TikTok\u2019s government affairs for Canada,\u00a0told <i>Bloomberg <\/i>that uncertainty had cost the company employees. \u201cWe\u2019ve had people who have unfortunately left for other opportunities because of this order being out there, and we haven\u2019t been able to rehire for those roles because of the order.\u201d<\/p>\n<p class=\"p1\">      <div class=\"mb-advert__incontent\">      <div class=\"mb-advert mb-advert__spu\" data-loaded=\"no\" data-name=\"300x250 Sponsor MPU #2\" data-params=\"dfp_spu2\" id=\"dfp_spu2\"><\/div>      <\/div>      <\/p>\n<p class=\"p1\"><strong>Michael Geist<\/strong>, a law professor at the University of Ottawa,\u00a0<a href=\"https:\/\/ici.radio-canada.ca\/nouvelle\/2222308\/cour-federale-annule-fermeture-tiktok-canada-bytedance\" target=\"_blank\" rel=\"noopener\">told<\/a> <i>Radio Canada <\/i>that the court decision is more of a consent order rather than a judgment on merits.<\/p>\n<p class=\"p1\">Geist said: \u201cIn essence, the government has given in and agreed to revise its strategy. It was therefore difficult to understand what the government was trying to achieve,\u201d Geist told <i>Radio Canada.<\/i><i><\/i><\/p>\n<p class=\"p1\">The Canadian court\u2019s decision marks another win for TikTok in North America after the company retained its operations in the US following a joint venture deal <a href=\"https:\/\/www.musicbusinessworldwide.com\/bytedance-signs-deal-for-tiktok-us-joint-venture-with-oracle-consortium\/\" target=\"_blank\" rel=\"noopener\">signed<\/a> between <b>Oracle, Silver Lake<\/b>, and Abu Dhabi\u2019s <b>MGX.<\/b><\/p>\n<p class=\"p1\">As part of the new joint venture, <strong>TikTok USDS Joint Venture LLC<\/strong>, TikTok plans to retrain its recommendation algorithm exclusively using US user data, according to\u00a0<a href=\"https:\/\/www.musicbusinessworldwide.com\/bytedance-signs-deal-for-tiktok-us-joint-venture-with-oracle-consortium\/\" target=\"_blank\" rel=\"noopener\">earlier reports<\/a>.
